Ministry of Youth and Sports seeks suggestions for amending Sports Act

KATHMANDU, May 4: The Ministry of Youth and Sports has advanced the process of discussion and is seeking suggestions for the amendment of the National Sports Development Act 2077 BS.


In the absence of full implementation of the National Sports Development Act 2077 BS, the Ministry of Sports has advanced the amendment process. The Act prohibits the existence of parallel associations for sports of similar nature, stipulating that sports personnel cannot hold positions within such associations.


However, even now two Taekwondo associations exist in parallel in the National Sports Council (NSC). NSC officials are also disobeying the regulations. The implementation of the National Sports Development Regulations 2079 BS, which includes the topics that were not included in the Act, has not been fully implemented. According to the regulations, each national association must get its statute approved by the NSC.

However, Nepal Taekwondo Association, All Nepal Football Association (ANFA) and Nepal Ski Association have not followed the regulations. However, in the absence of compliance with the existing laws and regulations, Sports Minister Biraj Bhakta Shrestha has taken forward the discussion of creating a new sports policy.


On Friday, the Ministry of Youth and Sports started a comprehensive discussion and suggestion gathering program at the International Sports Complex in Satdobato. At the beginning of the discussion, the ministry collected suggestions from the president and general secretary of the National Sports Association.


General Secretary of Nepal Taekwondo Association Deepraj Gurung and General Secretary of ANFA, both of whom have not fully complied with the National Sports Development Regulations 2079 BS participated in the discussion.


Over 50 associations took part in the discussion. The majority of officials from these associations stressed the importance of autonomy for their respective organizations. They also highlighted the need for policy adjustments to address conflicts between state and association policies.


Furthermore, the Ministry encourages written and in-person submissions of suggestions. 


Sports Minister Shrestha emphasized that the ministry will carefully consider all advice and suggestions received, underlining the significance of association participation in shaping policies and laws. Additionally, Minister Shrestha affirmed the ministry's commitment to ensuring stringent adherence to principles of good governance and financial management.


The ministry has announced its intention to continue this program to engage players, coaches, referees, staff, journalists, and other stakeholders in shaping the future of sports governance in Nepal.
