MoE begins to draft Education Regulation

KATHMANDU, July 12: As part of its action plan, the Ministry of Education (MoE) has started working on the formulation of Education Regulation in a bid to incorporate changes envisioned by the new Education Act.

KATHMANDU, July 12: As part of its action plan, the Ministry of Education (MoE) has started working on the formulation of Education Regulation in a bid to incorporate changes envisioned by the new Education Act.



“The ministry has begun the process to draft the Education Regulation to explain and elaborate the details of the Act for comprehensive implementation the law,” said an MoE official. “We have asked stakeholders such as teachers' unions, guardians, and the Department of Education to submit their opinions on the regulation by coming Thursday,” said Dr Hari Prasad Lamsal, spokesperson for the MoE.



“We are consulting with the Ministry of Law, Ministry of Finance and Office of the Prime Minister and Council of Ministers for preparing the regulation.



It will be completed as soon as possible,” a ministry official said, without divulging details of the deadline to complete the draft of the regulation.



The president's office approved the eighth amendment of the Education Act 1972 as per Article 113 (2) of Constitution of Nepal 2073 (2016) recently.



The bill related to the Act was endorsed by the Parliament about a month ago.



The amended act has envisioned school-level education as basic/elementary (grades one to eight) and secondary level (grades nine to 12) from the existing primary (grades one to five), lower-secondary (grades six to eight), secondary (grades nine to 10) and higher secondary (grades 11 to 12).



The amended Act provisions two categories of private schools -- new ones under trusts and old ones under company, free education up to 12 class, transfer of teachers as civil servants and evaluation and promotion of teachers on the basis of school results, according to the Ministry of Education (MoE). It also scrapped the Higher Secondary Education Board, integrating Plus Two level into school level education and has sorted out decades-long problem of temporary teachers.



The new act has also made provision to form National Education Council, National Examination Board (NEB) and Education Review Office. The MoE formed the NEB about a week ago, according to the MoE.



 “Following the formulation of the Education Regulation, guidelines and manuals will be framed in the next phase,” said Lamsal.
