The halt in services is a response to the Gandaki Province government's plan to introduce a procedure permitting vehicles with private number plates to carry passengers. Transport operators halted public vehicles across the province today in protest.

Previously, business owners issued a 48-hour ultimatum last Thursday, demanding the government not to proceed with the new procedure. The following day, they met with Physical Infrastructure and Transport Minister Rajib Gurung (Deepak Manange) to voice their concerns and seek his intervention.
