KATHMANDU, August 25: Nepal and India have signed eight separate Memorandums of Understanding (MoU) during the visit of Prime Minister Sher Bahadur Deuba to India. Four of these MoUs are related to post-quake reconstruction in Nepal.
Senior officials of the government of Nepal and India exchanged the MoUs in the presence of Prime Minister Deuba and his Indian counterpart Narendra Modi at a special function held at Hyderabad House in New Delhi on Thursday.
The four MoUs on post-quake reconstruction include those related to house reconstruction, education, health and cultural heritage sectors.
Nepal and India have exchanged MoUs on Modalities for Utilization of India’s Housing Grant Component to Support Reconstruction of 50,000 Houses and on the Implementation of the Grant Component of India’s Post-Earthquake Reconstruction Package in the Education Sector in Nepal.
An MoU on the Implementation of the Grant Component of India’s Post-Earthquake Reconstruction Package in the Health Sector and a separate MoU on the Implementation of the Grant Component of India’s Post-Earthquake Reconstruction Package in the Cultural Heritage Sector are among the MoUs signed between the two countries on post-quake reconstruction in Nepal.
During an international donors’ conference held in Kathmandu in June 2015, Indian External Affairs Minister Sushma Swaraj had pledged $1 billion in assistance to Nepal for the post-reconstruction work. The Indian side had said that one fourth of the $1 billion assistance would be grant and it would be over and above India’s existing bilateral developmental assistance of another $1 billion in the following five years.
Finance Secretary Shanta Raj Subedi and Indian Foreign Secretary S Jaishanker had exchanged all the four MoUs on behalf of their respective governments.
The two countries also reached an MoU on the Implementation of Cost Sharing, Schedules and Safeguard Issues for Construction of Mechi Bridge under Asian Development Bank’s SASEC Road Connectivity Program, funded by Indian government. Home Secretary Lok Darshan Regmi and Indian Revenue Secretary Hasmukh Adhia exchanged the MoU on behalf of their respective governments.
Nepal and India also exchanged MoU on Drug Demand Reduction and Prevention of Illicit Trafficking in Narcotic Drugs, Psychotropic Substances and Precursor Chemical Related Matters and Agreement on Cooperation in the Field of Standardization and Conformity Assessment. A separate MoU between the Institute of Chartered Accountants of India and the Institute of Chartered Accountants of Nepal was also reached between the two countries.
